WELL... Truthfully as soon as the Orange League ended, it was kind of lame; there was just WAAAAAAY too much one-off bullshit with characters nobody cared about when the Johto series started. When important stuff happened (i.e. gym battles and the Johto Pokemon league) then it was awesome, but for the most part, I wouldn't bother past the Orange Islands.
Also, the voices changed after the Hoenn series, when they went back to Kanto for the Battle Frontier.

But it was Japan only (unless you used a Gameshark) wasn't it?
And according to Bulbapedia they were planning on using the GS ball to set up a Celebi story arc, but when they made the Celebi movie they decided that having a story arc on the show would be redundant and hoped that the fans would just forget about it. Apparently there's a story arc for it in the Manga though.

I remember reading somewhere that it had to do with some crazy Cellphone to GBC adapter they had in Japan in an old EGM or something around the time Crystal was coming out.
