okay, I got it. I like it so far, despite the lack of typing (I have the same problem with all of my homebrew systems). A few things we do need to decide, though:
There's the beginning of a comprehensive list of powers, but I feel like we should expand on what they actually do. Otherwise it's all just pretty window decoration.
I do like how simplistic and to the point you are in your writing. One thing that has always bugged me about rulebooks is the insistence to use terminology that is never explained.

So far I'm compiling a list first, then I'll write out detailed abilities and upgrade costs. For Fire's primary powers, the thoughts I had were "We need an aura move, a shortrange blast flamethrower and something long lasting like a poison affect". That's when I went ahead and typed up the status ailments. Mixed powers have been the hardest though. I figured I'd share what I have so that I could get some help coming up with the powers as well as see what everyone thinks of my Mixed Powers list so far. I'm also having a tough time coming up with good buff powers as well as secondary. I figure two of the primaries would double as secondary powers but I really want the secondary powers to standalone and consist of buffs and help. Like the Weld secondary is a healing power for Fire, while their wouldn't be a healing Fire power in the primary list. But I don't want all the secondary powers to be purely buffing/healing, I want players to be able to have that flamethrower with their buster or ice ray with their grenade launcher.

Right. Trivial things first. A. your name is badass. B. the pdf looks really proffesional and awesome, if a bit spotty in some areas.

Moving on, how is the level structure going to work? Megaman doesnt play like a traditional rpg, where you walk into a room, fight, loot, rinse and repeat. There is a lot of jumping and traversing the unique obsracles of that syage, and some enemies yoyu ust run past until you get to the boss room, which brings me to my next point. The fight against the enemy Robot Master vould play like a normal rpg, but in the games, each of these were an even match for Mega, more or less. So how do we stop them from just getting slaughtered in a fight that is one against five? Maybe give them a ton of armor? Thoughts?

Well for starters, the layout of a level (dungeon) will be set by the RM. It could be a series of encounters that lead up to the boss or it could be a roleplaying scenerio where the players make rolls against the level to advance, fight robots in encounters or move around them then fight the boss. If I was RMing a game I'd probably design a level out and then fill it with both combat encounters and skill checks. Like one room would be filled with mets on different levels and the players would have to not only climb up the levels (through jumping, climbing, flying, etc.) and beat back the mets to get to the next room.

As for bosses, they would act as suped-up player characters. I'm trying to come up with a formula for creating robot enemies and then using said formula to help with creating bosses. If anything, because we're talking about anywhere from 2 to 5 players going up against a boss, it could be possible to have multiple bosses per stage depending on the level and how many players. Like if you're running a game based on the Mega Man manga and have players playing Mega Man and the robot masters from 1 vs. the Robot masters of 2 you could have a level were Metal Man and Crash Man are working together. When it comes to armor, you don't want them to have too much, especially since that's one of the beefs I had with 4th Edition D&D. Those solo fights would take friggin' forever and you're players just would feel more like it was a chore to beat this robot than fun. If anything it needs to be a combination of slightly superior stats and some weaker ones as well as implementing more actions if it one against five. I'm thinking that they'll get an extra action or two, like a d4 + 2 or they get a specific amount each round like 4 every round with no roll, that way they can slide or make counter attacks and actually feel like a big threat to the party where most other robots won't even get to make an action roll.
