You gotta remember Microsoft owned them from Halo CE up until Halo 3 shipped, and with the insane amount of money Microsoft is willing to pay them to keep making Halo games, why wouldn't they? They have said they have a new IP they're working on, though, but aren't ready to say anything about yet.
