Given the themes to many of the others, Top Man comes out as pretty straightforward. His isn't concerned with justifying violent revolution like Spark Man, nor is he trying to convince Mega Man to join Wily like Snake Man is. He seems to be more content with following his orders so long as he can put his own spin on how he deals with the opposition.

You guys are missing out on all the VERY SYMBOLIC SYMBOLISM here. Clearly, his spinning represents a full revolution of 360 degrees. This revolution represents, well, the revolution that Wily wants. Because you can't stop the spinning and the top, you can't stop the revolution. Top Man's saying that no matter what happens, Wily will win in the end. No matter how much he fights, Wily will always come back and achieve his goals.
Furthermore, when Top Man says he's "hit the top", he means Wily has. And not even Mega Man can bring him down. He can shoot all he likes, but it's futile. So there's no point shooting. Hence, the "don't shoot me, I'm dancing" line. Why's he dancing? Because he knows the game is won no matter what. Wily will never give up, so Mega will always be destined to fight, as Continue explicitly states. So why not dance in celebration?
FURTHERMORE, if a top gets enough momentum, it can spin for an incredibly long time, if not forever. The revolution has had enough momentum, and it will happen. The robots will rule. Not even Mega has enough energy to stop the revolution and save the humans. Until he wakes up and realises this, the war will never end.
Those are my two cents for what's CLEARLY the deepest song in the album.

Also, I just thought I'd state that Continue's deeper and that I actually made most of this up. But if anyone wants to agree with my ideas, I have no problem with that. I quite like how I over-analysed this.
